I understand that there's an audience that enjoys this type of fanservice and that's legitimate, I suppose. The point as I see it is that it's a very different kind of service from the one the show usually provides, and that should raise concerns over alienating the show's audience.
One can only conclude that deviating from the usual writing, characters and themes as much as needed is considered part of the beach episode experience and generally appreciated in Japanese anime culture, i.e. Japan ruins anime again.
